
With a deep understanding of the EU policy landscape and extensive expertise in technology, intellectual property law, and personal data protection—combined with a solid grasp of how EU institutions interact—Jiri plays an active role in several EU-funded research and innovation initiatives. He contributes to these projects on behalf of, and in close collaboration with, Arthur’s Legal, offering legal and strategic guidance to multidisciplinary consortia advancing Europe’s digital and technological transformation. Through his work, Jiri helps ensure that legal, regulatory, and ethical considerations are not only met but used as strategic assets to strengthen project impact and long-term sustainability.Under the Horizon Europe programme, Jiri’s work focuses on the following key areas:
Jiri supports the development of forward-looking technology policy frameworks that foster responsible innovation, digital sovereignty, and cross-border collaboration. His legal input helps ensure that project activities comply with relevant EU rules and anticipate the impact of upcoming legislative initiatives, ensuring alignment with a fast-evolving regulatory environment. His contributions in this area include projects such as SYNERGIES(D2.2), ODEON (D1.3) and PISTIS (D1.1).

Jiri advises on the design of sustainable, innovation-friendly intellectual property (IP) strategies that reflect both legal requirements and the collaborative nature of EU-funded research. He helps consortia navigate complex IPR issues and align their work with EU regulations, open science principles, and exploitation pathways. He has supported IPR work packages in projects like REEVALUATE (D1.1) and BEOPEN(D5.6).

With deep expertise in GDPR and EU data protection law, Jiri ensures that data-related activities within projects are legally sound and privacy-respecting. He helps define data governance structures, build trust frameworks, and enable compliant data sharing — balancing legal certainty with innovation. Recent contributions include the BEOPEN (D5.6) and PISTIS (D1.1) projects.

Across several EU-funded projects, Jiri has contributed expertise on contractual frameworks, covering both intra-consortium agreements and contracts for pilot participants. In PISTIS, this involved input to D1.3– Generic Terms of Data Sharing Contracts, defining a model framework for trusted, compliant, and interoperable data sharing within the project’s data marketplace. In REEVALUATE, he worked on D3.4 – Smart Contracts for Cultural Assets, specifying contractual and technical terms for DLT-based asset tokenisation and IPR management to enable transparent licensing and rights tracking for cultural heritage assets.

Jiri works closely with project partners to embed ethical principles into the design and execution of research and innovation activities —particularly in areas involving AI, big data, and emerging technologies. His role includes facilitating ethical assessments, stakeholder dialogue, and ensuring compliance with EU ethical standards. This is a key element of his involvement in projects such as PISTIS (D9.1), REEVALUATE (D1.1 and D6.3) and ODEON (D1.3).
